Open Question: Why do shelters do this............ it bugs the crap out of me?

To make the story short. I want another dog and it has to be hypoallergenic dog and it has to be a poodle. The closest ones I have found by me are over an hour away. None are local. Then finally today I saw one on petfinder that is just 15minutes away. But there was no picture and I was fine with that, but then when I got on the page that normally has a picture and information. There was no picture(I didnt really care that there wasnt one) but there was no info on the dog what so ever. Other than on top of the picture saying that it is a young female poodle.
